Objective: Since its adoption by the World Health Organization (WHO) in 2001, the International Classification of Functioning, Disability, and Health (ICF) has been in the process of implementing as clinical data collection and reporting tool in the rehabilitation clinic. Though current international efforts to system-wide implement of functioning in routine clinical practice, the utility of ICF is still limited due to some inconsistencies in the understanding of the ICF categories. For this reason, some countries generated simple, intuitive descriptions (SID) of the ICF categories contained in the ICF Generic-30 Set (also called Rehabilitation Set) in their language to highlight the core concept of ICF category definition in user-friendly language and enhance the utility of the ICF for routine clinical practice. Meanwhile, the V- Chapter of International Classification of Disease-11(ICD-11), revised and approved by WHO in 2019, contains a linkage code of ICF reflecting the concept of functioning. This Generic Functioning Domain in ICD-11 will facilitate application of an ICF-based clinical data collection tool in the future. This paper outlines the development of the initial proposal of the simple, intuitive descriptions for the ICF Generic-30 Set as well the Generic Functioning Domain of V-Chapter in ICD-11 in Korean.
Methods: The initial proposal of the simple, intuitive descriptions in Korean version for the ICF Generic-30 Set was translated following the Italian final SID English versions. The research team refers to the original ICF descriptions to ensure that the categories reflect the original definition. WHO Disability Assessment Schedule (WHODAS), Model Disability Survey (MDS), Korean Classification of Functioning, Disability, and Health (KCF) and previous Japanese study were used to develop initial proposal of simple, intuitive descriptions for both ICF Generic-30 Set and the Generic Functioning Domains of V-Chapter.
Results: Researchers in functioning team demonstrated a total of 47 ICF categories according to the original ICF descriptions and feedback through advisory committee on rehabilitation(Table 1.2). This will be use initial proposal to develop the SID Korean version followed by global research method.
Conclusions: The preparatory phase which consisted of developing an initial proposal for simple, intuitive descriptions was discussed for user-friendly language and ICF-based clinical data collection tools. The experience of developing SID of the ICF-based categories reached the first milestone to foster ICF implementation throughout Korean healthcare systems.
