제목 Information Strategy Planning to Establish a Health Information System for Persons with Disabilities

Introduction
Protecting the rights of persons with disabilities to health care is an issue about human rights.
『ACT ON GUARANTEE OF RIGHT TO HEALTH AND ACCESS TO MEDICAL SERVICES FOR PERSONS WITH DISABILITIES』 was adopted by the National Assembly and was announced in December 2017. At this time when the legal basis and administrative foundation are secured, as a rehabilitation specialist, he/she is responsible for identifying real-world problems, exploring solutions, and providing realistic suggestions for continuous and progressive services.

Method and Materials
This study focused on identifying the reasons why human and material resources cannot be distributed and delivered to persons for disabilities.
The contents of the study were conducted in the order of investigating the environments, establishing an information system, and establishing an action plan, which borrowed a public information strategy planning (ISP) method. As a tool for survey, expert interviews, a literature search, published data collection, statistical analysis, etc. were adopted, and for effective research, rehabilitation hospitals, public health centers, HCCPD, hospital information system experts, social security system developers, and health insurance statistics manager were enrolled for a strategized organic consultation.

Results
Investigation of a present environments: Limitation of users' right to the relevant information, the lack of infrastructure information for service development, and the absence of a feedback system to analyze service results.
Establishment of an information system: Based on detailed requirements through environment and literature research, 10 strategic tasks for action plan were drawn. (Table) Linking system to secure required sources are Social security centers, National Health Insurance Corporation, Health Insurance Evaluation & Assessment Service, Medical institutions, and Community Health Centers.
Action plan: Discovery of service receiver, service provision, case management, statistical processing/storage/analysis, communal information provision, education, system management and operation, business planning.
Based on these results, we propose a main concept of data platform for the health care of the persons with disabilities. (Figure)

Conclusion
The construction of an information system for the health care of persons with disabilities should reflect the needs in the real world. Unlike health checkups in the medical system for non-disabled people, there are relatively many considerations such as medical care, welfare, finance, administration, distribution, regional services, and types of disabilities. However, it is difficult to share public and private databases with different security levels and separate systems.
In order to guarantee the rights of persons with disabilities to health care, rehabilitation specialists moving into the 4th Medical Industry and Precision Medicine should promote informatization of health data.
